In 2000, UNDP and a number of countries were ready to improve maternal health and reduce maternal mortality ratio by three quarters by 2015. This became Millennium Development Goal (MDG) number five. After ten year, even UNDP, the agency which launched MDG and which keeps track on it globally, has no clear data on the progress at this front. Its recent MDG report, 2010 cites, “Preliminary data show signs of progress, with some countries achieving significant declines in maternal mortality ratios. However, the rate of reduction is still well short of the 5.5 percent annual decline needed to meet the MDG target.”

There is a plan to build five new mega cities all along the Delhi-Mumbai Industrial Corridor (DMIC). These cities will be developed in Gujarat, Haryana, Madhya Pradesh and Maharashtra with the help of private players. It may be possible that these new cities will create some new jobs and attract huge investments and because of this these mega cities will contribute in the country’s GDP. But what about the basic amenities needed in a city? Not a single metro city of India can claim that they are not facing power crunch and water shortage.

Shabbir Ahmed is a resident of a small village of Sherghati, Bihar. Three years ago, he was leaving his native place and family for Dammam, one of the gulf countries. At that time, he was having a number of dreams in his eyes. He thought that after landing to Saudi Arabia, he will earn enough money to make his dreams come true and he would provide required facility to his family members. Once he lands to his dream land, he finds the situation quite different. The worst working conditions killed his very dream. He came back to India last February with a resolution; he will never go back to Gulf countries.

Much expected steps to curb price rise was not seen in the Budget. Instead of announcing some steps to check the rising prices of essential goods, Mukherjee announced an increase in custom and excise duty on petroleum product. It means that government is not willing to check the rising prices. Any surge in petroleum prices multiplies to price rise of essential goods. Experts are saying that fuel price rise would push up food inflation and they fear that high food prices may push broader inflation to 10% next month.

टेलीविजन चैनलों पर दिखाए जाने वाले कार्टून आधारित कार्यक्रम बच्चों के बीच बेहद लोकप्रिय हैं। हर घर में कम उम्र वाले बच्चों में कार्टून आधारित कार्यक्रमों के प्रति एक खास तरह का आकर्षण देखा जा सकता है। इन कार्टून कार्यक्रमों का बच्चों में दिलो-दिमाग पर बड़ा गहरा असर हो रहा है। इस बात को कई वैज्ञानिक अध्ययनों ने साबित भी कर दिया है। कार्टून के कार्यक्रम देखने के दौरान बच्चे वैसी बातों से परिचित हो रहे हैं जो उनकी मानसिक और शारीरिक स्थिति के हिसाब से वाजिब नहीं है।

वैसे तो दिल्ली में शॉपिंग के कई ठिकाने हैं लेकिन सरोजनी नगर मार्केट की बात सबसे निराली है। यही वजह है कि शॉपिंग के दीवानों के लिए यह पसंदीदा अड्डा बना हुआ है। इस मार्केट में आने वालों में हर उम्र के लोग हैं। हर तबके के लोग यहां आते हैं। हर आर्थिक वर्ग के लोगों के लिए खरीददारी के लिए पसंदीदा जगह है। यह बाजार भी सबका खयाल रखती है। जिसे जो चाहिए वह उन्हें यहां मिलता है।

भारत में हाटों की परंपरा नई नहीं है। लंबे समय से देश के विभिन्न भागों में हाट लगते रहे हैं। उस दौर को गुजरे ज्यादा वक्त नहीं हुआ जब ग्रामीण भारत के लोग खरीदारी के लिए इसी पर आश्रित होते थे। आम तौर पर ‘हाट’ पंचायत या अंचल के स्तर पर सप्ताह में एक या दो दिन लगता रहा है। हाट के आस-पास के गांवों में रहने वाले लोगों द्वारा सप्ताह भर की खरीदारी तो यहां होती ही थी साथ में आपसी मेलजोल भी बढ़ता था। यह हाटों का ही असर है कि आज शहरों में भी हर मुहल्ले में खास दिन हाटनुमा बाजार लगता है।

बीते दिनों ऑक्सफैम ने एक रपट जारी की। ऑक्सफैम कई वैसी संस्थाओं का समूह है जो दुनिया के अलग-अलग हिस्सों में सकारात्मक सामाजिक और आर्थिक बदलाव के लिए काम कर रहे हैं। ऑक्सफैम की इस रपट में यह चेतावनी दी गई है कि अगर गरीब देशों को जलवायु परिवर्तन से लडऩे के लिए अतिरिक्त धन नहीं दिया गया तो इन देशों के 45 लाख बच्चे काल की गाल में समा जाएंगे। इस पर विश्व के नेताओं को चिंतित होना चाहिए और ऐसी स्थिति पैदा नहीं हो पाए इस दिशा में आवश्यक कदम उठाना चाहिए।

आखिरकार प्रतिभा पाटिल के यहां से भी शिक्षा को मौलिक अधिकार बनाए जाने को हरी झंडी मिल ही गई यानी उनके दस्तखत के बाद यह कानून बन गया। अब कानूनी तौर पर छह साल से लेकर चौदह साल की उम्र वाले बच्चों के लिए शिक्षा हासिल करना मौलिक अधिकार में शामिल हो गया। पर अहम सवाल बरकरार है कि क्या ऐसा हो जाने से सही मायने में इस आयु वर्ग के बच्चों तक शिक्षा पहुंच पाएगी? क्या हर तबके के बच्चों के ज्ञान का अंधियारा मिट पाएगा?
